Perhaps the lyrics are triggered by an internal switch. Notice that the mic has a button on it that might be intended to trigger lyrics. (So when you press the button, it moves a switch to complete a circuit that plays the lyrics.) Perhaps there’s a magnet inside the second toy. This magnet would force the microphone’s switch closed, thus triggering the lyrics without pressing the button. I believe this is the most likely explanation.
Disclaimer: I’m not an electrician or nothing. Would readily concede this hypothesis to a better explanation.

I think this toy is using a vocal cancelling trick I use when creating bootleg “instrumental” tracks from the original, to make mashups. It’s the only way I can explain what’s happening.
My theory: there are two speakers in the toy microphone, one playing the original song and another playing the acapella, but the acapella is playing with inverted phase. Thats how the toy microphone seems to play only the instrumental, without the manufacturer needing to have the real instrumental version of the track. The inverted acapella cancels out the vocals in the full version and you’re left with just instrumentals exiting the toy.
The microphone (or speaker?) in the second toy is picking up the inverted acapella and reflecting it back uninverted, so its not cancelling out anymore and boom…you can hear it.

So typically, if you wanted to remove lyrics (vocals) from a song in which you don’t have the stems to (individual tracks) and only have access to a single track that contains every instrument on the track.. what you would do is take a parametric equalizer and find the exact frequencies that the vocals are using. This takes the majority of these ‘vocals’ out of hearing range (and also kills the midrange of the song – where the vocals lie in the mix).
When you’re pressing the microphone up against the other toy, your altering the physical path the sound waves are taking to reach our ears, in such a way that it amplifies those same frequencies that were ‘muted’ to remove the vocals, allowing you to once again hear the vocals. You can witness the same effect by putting a piece of wood or cutting board in front of your face and talking, it will sound much louder – punchier and brighter because it’s amplifier the midrange frequencies. How it does that.. is out of my expertise.

Fun fact: If you set a real microphone to output sound, it acts like a mini speaker. Really quiet and a great way to ruin your microphone, but it will output sound.
