By the way, Foster claims that in 1882, he went in with the intention of reading a report of the Fijian army on British strategy for the time being. This was indeed a serious effort, however, so he took on the responsibility of translating it.

He came to the conclusion that there was a serious problem: a problem with the British army’s ability to defend its colonies. Foster took the job in person and spent about eighteen months trying to get it sorted out.

Foster says that in 1882 he gave a presentation to the US Congress. The Congress was concerned with how the US would conduct wars on two fronts: Japan and India. He presented two different views: he believed a strategic defence based on the US Army’s ability to defend England was required (based on the fact that the British Navy was at risk at this time), and he advocated a more “limited” attack.

The speech was considered controversial then, and Foster’s defence of American interests was seen as “neo-imperial”.

In 1894, Foster presented a new theory of Japanese defence. By that point his views had diverged from those of Fijian military theory; he believed that the Japanese were using the Japanese armed forces to counter the US military. This view was opposed by the Japanese authorities; they were keen to continue to pursue their colonial ambitions; and they were in no mood for diplomatic compromise. A solution had to come from political rather than military or diplomatic sources. In his view, this was only possible through political means, without going through the diplomatic, economic and military channels which are all the less often available to the Allies.

As one might expect, Foster decided on the “limited” option of fighting a full-scale war with Japan; his principal aim was to prevent the development of “the militarisation of British Japan”, which he believed was detrimental to the British Empire.

Hoggard on fire at adelaide oval

A man who threw his wife off Adelaide Oval yesterday has been charged with throwing a woman off the edge of the stadium.

Cedric Hoogland, 50, hurled his wife off Adelaide Oval today.

A spokeswoman for police said a woman had suffered burns to around 20 per cent of her body, but would not comment further.

Her partner is also in hospital with serious burns.

Police say it appears a second woman came off the Adelaide Oval balcony as a result of the incident, but that police believed that was unrelated to the incident.
